GPO does not work correctly, 1s is not installed on all PCs. How to fix?

Hello, there is a Win2008 R2 domain. Client workstations Windows 7 and Windows XP. A policy has been created in the GPO: Computer Configuration-Policies-Software Configuration-Software Installation. The msi (1c) package has been created, two modification files have been added to it.
The problem is the following.
1. The msi package is not installed on workstations with Windows XP sp3.
2. On workstations with Windows 7 sp1, the msi package is installed, but with a 5-6 reboot.
gpresult prompts you to restart your workstation.
Is it possible to set up an option in the GPO that would forcefully install the software before the user logs into the system.
