GoogleAuthenticator, why can't the code match?

For what other reasons, besides the time difference between the server and the phone, can the codes not match? The difference is literally 10 seconds, in theory it should not be critical .. however, the codes do not converge in any way. Time synchronization in the GoogleAuthenticator app doesn't help either..
