Google remembered my previous location and does not want to determine the new one?

I used to be in the city of Irkutsk, my Google account was registered there. Now I am in Moscow, while:
1) if you go to the Google site "naked", then it determines the location correctly (Moscow based on your IP).
2) if you log into your account, it determines Irkutsk (based on your IP).
Why is that? I cleared the geolocation history, but this did not change the result.
