How to measure the ranking (position) of a site in Yandex and Google?

"Now the site is not ranked in Yandex" - this is the phrase that a potential SEO contractor wrote to me when discussing working conditions. Reinforcing this statement with a table with columns "Positions Yandex (Moscow)" and "Positions Google (Moscow)", where there are dashes in Yandex and some numbers in Google against the queries I'm interested in (65, 38, 52). How to calculate (get) the position of the site in the ranking in order to measure the real effectiveness of SEO and other activities in exact numbers?
