Google does not allow Google, what's the problem?

Recently I noticed such a strange thing - Google forbids me to google. At all. And if earlier I was offered to enter a captcha, now they offer me to go to the bathhouse and wait. I don’t know when it appeared, because I immediately go to the sites that interest me, but I noticed recently.
Okay with him, I'll use Yandex for now. But here's the strange thing: It shows my request, the IP of the Moscow megaphone ( yes, an important note: I'm sitting from the megaphone ) but the time is three hours earlier. What is the reason for this and how to remove it?
PS Is it because of the lack of ipv4 addresses ? I read it on Wikipedia, so I can't answer for the correctness.

The lack of addresses is almost nothing to do with it.
Most likely you are sitting behind NAT_om, and many more people go to the Internet through your IP. And one of these people spammed Google with requests, and Google blocks the entire IP. Contact your ISP.
