Google dns not responding to dns requests, what could be the problem?

When querying 8.8.8.8, there is no response:

But when requesting open dns, everything is ok. Itself 8.8.8.8 responds. What could be the problem?

Everything is buried in the DNS provider for some providers, non-provider DNS is blocked, the use of external DNS is prohibited! Like YOTA? AKADO, Megafon! And on the servers they will not fix it, you need to use your DNS provider! Regarding the transparency of access to Google DNS servers, the question to the provider is why and how long it will remain unanswered or with an answer, so it is necessary XXXXX .....! Apparently Roskomnadzor put pressure on them and set up DNS only on the provider!
