Google developer console, why do you need to create a project?

Good afternoon, there is a task to work with GoogleFit from your application (recording and reading data), because. I have never used Google Play Services, there is a question
On the first page of the docks it says to create your project in the google developer console, and put a poke on fit api, hence the question, why create a project under my account ?? how will users who installed the application log in with their acc in the future?

The Developer Console is needed in order to manage all project data. The project will not log in under your account. The project will be given its own Project ID and Project Secret Code (login and password). When accessing the Google API, this data will be required. This is necessary so that the API cannot be accessed on behalf of another project.

Kind of like a "project" is just an application in the market and is. this is not the same as the project in android studio
