Google defines the site as malicious. How to be?

There is a certain site, at one time it was broken and there was malicious content, the site was cleaned up, files were checked, the database was checked, they were driven by antiviruses, online scanners, etc.

That's all, we apply for rechecking and get the answer "Google has reviewed your site in response to your reconsideration request. Based on this review, Google believes that there is still content on your site that was added by a hacker."
That is, it seems like malicious content still exists, the page that hangs in the Search Console as malicious has long been deleted and when you go to it, 404 crashes...

there was such a problem. hacked - cleaned, made a request to be removed from phishing. I waited a month - they removed it from phishing.
