Most likely you have picked up a malware that is trying to reconfigure your traffic at the system level through a proxy script. And in https traffic cannot be introduced.
https://productforums.google.com/forum/#!topic/chr... is a possible solution.
If so, other browsers will have the same issue.
If other browsers are fine, try running Chrome in incognito mode. Maybe the problem is in some extension.
