Google Chrome extensions. How to switch browser language on click?

How to switch the browser language from English(US) to Japanese and vice versa by clicking on the extension icon?
It turns out you need to access chrome://settings/languages and swap languages, save and refresh the page.
I looked in the API but didn't find it. So far, I'm getting an alert when I click on the icon.
Here is a screenshot of what I want to do.
