Google Chrome does not save bookmarks to the right folder, how to solve?

When saving bookmarks, they are first saved to the correct folder, but after closing the browser, at least the last saved bookmark is moved to another random folder. How to solve this problem?

I noticed that, somewhere in 3-5 seconds after creation, the bookmark "jumps" to the folder where the previous bookmark was saved.
