Google is developing it.
Before google bought this OS, this OS did not manifest itself massively anywhere.
Google just took a more or less successful development in order to take its place in mobile development. Could take any other OS at the same stage (PalmOs or anything else based on the Linux kernel).
As for slowing down - yes, they practically do not slow down anything at all. The RAM can take a little, but this does not affect the FPS in toys.
You can try to get root access on your phone and then dig deeper, but here I do not recommend just using instructions from the Internet if you are not experienced. Because screwing up a phone is easier than repairing it.
