Google Checkout - blank page with only logo and footer?

I wanted to make a purchase through Google Checkout (I attached a Qiwi Visa Virtual Card), Google took a dollar, but it did not come back (the money is not returned to the Virtual Card). After that, when buying, the following page appears:

And that's it. You can't go anywhere. This is the case in all browsers.
Then I deleted the Virtual card via checkout.google.com and added a Qiwi Visa Card (which, apparently, can be replenished), but the empty page remained after the purchase. Where to apply? Only on the Google forum? Are there Google employees there at all?

I would first contact the seller, then I would try to get through to Google Checkout support (I don’t know if they have a phone, but they should). These are the most efficient options. Another option is to try to get through checkout.google.com/support/bin/request.py?ctx=cm
