Google Authenticator and server time zone?

We use laravel (in principle, it’s not the point), we ran into a problem, the default time zone is UTC on the server, in order for one-time codes from applications on the phone to fit, our time zone must match the user. So what to do in this situation, make an additional field in the settings where the user can choose his current time zone himself and do synchronization from it?
Or are there other options?

Codes are generated from timestamp.
A timestamp is generic and does not contain a time zone.
