Gitlab can't clone http repository, what could be the problem?

fatal: early EOF
fatal: The remote end hung up unexpectedly
fatal: index-pack failed
error: RPC failed; result=18, HTTP code = 200
git terminated incorrectly (completion code 128) (68391 ms @ 04/28/2015 7:57:00 PM)
Did I understand correctly that the limit needs to be raised on the local machine? where do i want to clone the repo?
I do it with tortoise.
Windows 8.1 system.
Pretty common problem.
loading reaches 62% and that's it! Moreover, if you download the archive directly, then it is downloaded broken ...
Now here are the moments, oddly enough before, a similar problem was solved by rebooting the router.
Other projects clone fine!
decision git config --global http.postBuffer 1048576000 DOESN'T WORK.
I've already googled everything I can, I really hope that after all someone can help!

How did you set up the gitlab server? which version? gitlab-shell version?
git client version?
Does it work correctly through ssh?
