Gif or javascript animation?

Good afternoon.
1) I can’t find a similar topic (if there is, please drop the links). Perhaps the question is stupid, but please tell me in which cases it is better to use Gif animation, and in which javascript and what is generally better and more correct? I just often meet many things that in after effects it is much easier and faster to do than let's write code.
2) And the second question: Tell me your opinion about the adobe edge animate and google web designer editors, were they worth learning? (I would really like to hear the opinions of people who have worked with these editors and have experience in animation in one form or another)

gif-animation - banners ONLY!
all other animation - canvas+js OR js+tiles (gif,png,etc.)

One exception is preloaders. It is better to make them as gifs: preloaders.net
