Redmine , though I raised it a year ago, it's a bit of a pain for a beginner (RubyOnRails).
There is also Trac - I also worked with it, but redmine is somehow more interesting.

Redmine, Mantis. I agree with the previous one about Redmine, but it is quite strong in terms of capabilities, it makes sense to figure it out once and no longer suffer.
