GDPR and Google Analytics - can it be used without the consent of the visitor?

GDPR, as far as I understand, prohibits the collection of analytics. But there are sites, for example this one https://www.owox.ru/blog/use-cases/prepare-google-... where it says that you can make certain settings in your GA account and in this case the user's consent is not required. Is it so?
