Gdpr and cookie agreement window how to disable certain cookies?

The task was to make a window for disabling certain types of cookies on the English version of the site.
There is a window where you can disable / enable the necessary cookies (this is only layout)

Question: how to implement this functionality? How can I find out what kind of cookies they belong to? how to disable/enable cookies?
You also need to briefly describe each cookie that is on the site, the question is also - where to find information about the cookie, information about it? (I know the tab near network, but there are only names and cookie expiration dates)
There is nothing about this in Google, so I'm asking the question here :)
