FZ-54 who was really fined for not sending data to the OFD?

Hello!
When connecting Internet acquiring, the issue of FZ-54 support necessarily pops up: connecting to online cash desks and OFD. Everyone says that the entire business has switched to online cash registers, and the tax authorities fine for non-compliance with the law.
How true is all this, and has the business really switched to online cash registers? According to my feelings, the transition process should be delayed for 1-3 years, and now most of the business operates without online cash desks and simply submits a tax return.

In all areas of activity in different ways, on duty I communicate with representatives of public catering establishments, some have already received fines. Before that, when I offered them automation under 54-FZ and the fiscal reg-tor, they refused, and now there is a massive influx, because repeated fines above + can suspend activities for up to 90 days.
