FZ 152, can a commercial site be located on a server in Europe?

Hello, can a commercial site that falls under Federal Law 152 on the protection of personal data and complies with all requirements, publishing goods on the Yandex market, be located on a server in Europe?
According to this article , only municipal sites are required to be located on the territory of the Russian Federation.

Good day.
You are obliged to store data in Russia. You have something wrong ( poke ).
You can keep copies, but not further than the countries that have signed the Council of Europe Convention,
but at the same time you need to notify Roskompozor about the cross-border transfer ( Article 22 , there is more about the rest).

The link to the text of the Federal Law is above, article 18.5. And what will happen to you for its violation is another question.
Another question is that this may not be the only base :) That is, a trick with the ears is possible when the server stands where it stands and makes a replica of the base on a server in the Russian Federation.
