Function in Excel VLOOKUP does not work and returns N/A, what's wrong?

Hello, the essence of the problem is this.

There are two tables in Excel with the same data.
The data is the same in terms of cell format, line length, no unnecessary spaces and all that.
But one table is downloaded from IBM Analysys.
So, it is not possible to carry out the VLOOKUP function, it gives an error N / A, although the data is the same, what advice can you give so that these tables connect to each other?

It's most likely a data format issue. Convert to a single format - text, for example.
