Made Reset Safari and removed Dropbox, Evernote and Alfred from startup. Cold start, click on Safari, total time is 1 minute 25 seconds vs 3:15. Faster in 2 times! Bagir - thank you so much!
Well, in fact, MacOS with a Darwin kernel (Unix-like system) should not seem to be as slow and buggy as Windows, for example. Try booting from a GNU/Linux bootable flash drive. For example, I use Xubuntu for such testing. My system from a flash drive starts in 15 seconds. So if you have about the same number, then the problem is not in the hardware, but in MacOS. Then the only correct option would be to reinstall the system.
Reset Safari, as I understand it, did not help.
You can look in ~/Library/Caches/com.apple.safari (I have ~150 mb cache.db, it starts noticeably faster on i5).
You can create a new user, see how it is.
To cut off problems with the screw (and it looks like this), you can put the makos on an external HDD.
An SSD will be a very nice addition to your configuration. I have Early 2011 + 8 GB RAM + SSD instead of CD. Start Safari - about half a second
Throw away the screw and replace it with an ssd, throw away all the rubbish related to Python / Django / MySQL on a virtual machine and live a normal life, I have 374 on ssd + 8GB flies with similar tasks

You launched Safari before the system was fully booted. And there, alfred can still be loaded, Total Finder (if any) and the rest. Maybe it's not even about safari. Restart how many seconds?
My Mac is already a year old, the cold start is slow, but that’s why it’s a Mac, so as not to turn it off (sleep mode doesn’t count), now I have 28 days of uptime - all the necessary software is cached and starts quickly even without ssd. And I don't pay attention to the brakes at a cold start.
