From what area is the programmer for creating a website for online designing a room?

Tell me, in what area (in what language should I write) to look for a programmer to create a site in which it will be possible to design a 3d room, the main task is to work with lighting.
I imagined something like autocad 360 or maybe flash, but I don’t know exactly what technologies to use.
