Try Google search for "speech synthesis android-synthesizer" (without quotes) - results with the word "synthesizer" are excluded here.

Use the standard Accessibility settings in android, there is speech synthesis, to enable it, the OS itself will offer to install the TTS package from the play store.
If you need specifically from the site - still dig for the term TTS (text-to-speech)
