From freelancing to your studio: 2 ways. Where to move?

Essence of the question:
Several years in freelancing, scope: copywriting with integration into SEO promotion (the last few months). I want to open my own studio.
Which way to go:
1. At the first stage, hire an assistant, then develop, hire employees in the process;
2. Immediately hire several employees, among them - a sales manager, an accountant (incoming);
3. ...
Interested in real experience, possible risks, work organization and related issues. Tips are welcome. Thank you)
PS Copywriting - in a broad sense, not only SEO copywriting.
UPD Thank you all for the advice and help)

Hire first one, then the second, and so on, you don’t need it right away, the best in turn.
An office is not needed (at least for a start), many people who are familiar with offices have long since switched to remote work together with their employees. Open IP for bank transfer.

Copywriting (even with SEO) is not an area that is suitable for organizing a studio. You should significantly expand the services offered (naming, translations, slogans, poems, scripts, etc.). In contrast to you, there are exchanges, individual freelancers, web studios with a staff of copywriters.

I think you will be interested. This is about how the web studio was launched.

Look for partners. Collaborate, make a joint portfolio.
Or develop your portfolio to the point where the volume of orders for regular or new clients will not allow someone to hire without problems.
Hiring someone right away is a bad idea. Now remote work and part-time employment, partnerships are better.
The organizational aspect - individual entrepreneur / legal entity / accounting is not so significant and can be solved if there is money.
Get in touch, we can work together. We lack a copywriter in our team.

In two points I propose:
a) to open an individual entrepreneur, I think there is no need to explain why;
b) to keep cloud accounting, you don’t need a lot of intelligence, I myself have been working in model making for many years, but there are also Elba and Kontur, which are also normal options. By the way, you can also register an IP there, there is a wizard + email. signature. I have never been to the tax office after opening. Solid pluses.

This is the real experience (in Ukraine). To get started, earn yourself a
clientele on freelance projects: a
) Get the first clients
b) Portfolio at least some kind of income will be received - open a FOP. Somewhere in the same period, either invite a friend to the position of an assistant, or hire a person. Increase the number of employees then. when hands are not enough.

There are plenty of such birs, it will be hard to snatch your portion of the pie from seasoned wolves. Burn out. I started making a website, I indicated all the services that I provide: copyright, rewriting, SEO, raising birds, assistance in setting up Google and Yandex advertising, optimization, creating websites, stores, etc. And what do you think? Two clients in two months.
