Download mbstring and set the encoding utf8mb4_general_ci
But most likely the data got corrupted in the script through which you entered it

1) Check server encoding (apache - AddDefaultCharset utf-8)
2) Check database connection encoding (must match utf-8)
3) when connecting, setset names utf8
