Friendly urls not working?

Put friendly urls yes. When uncommenting ht.access at the root, even on the main page, it throws 404. I registered the base url in the head, installed the transliteration and wrote russian in the settings. none of the above helped. Tell me what could be the reason. Your server may not be Apache, but Nginx, .htaccess does not work on it
