The order was placed for freelancing, and there he contacted me. What do I have now. Spent 5000 rubles, and a psd file instead of a ready-made template. I paid money in advance. psd instead of a template received today. Refuses to do the job. Well, he thinks he won, I think he lost. The question is how to warn customers against an unscrupulous freelancer? I did not find an employee assessment system on freelancing.

Usually a designer creates a design - an image. And the layout designer creates a template. And not always these two works are performed by one person. If you are working with a designer, you will get a psd, or some other format. But in any case, it will be an image, not a template for WordPress (which should be in html). In your case, an inexperienced designer did not bother to ask what kind of “wordpress template” you want, you did not bother to chew to the designer what you want from him. After all, what was said to him, based on the topic? “We need a template for Worpress”

I didn’t finish the project, backed out of the agreements, disappeared with the payment.
I didn’t want to go to the world, I didn’t consider a compromise.
