Freelance prices in the post-Soviet space

Today, while looking for a job, I came across a very demanding employer.
We needed a remote specialist for full time (php, js, sql).
I, for the sake of sarcasm, said that you pay very little money.
To which the correct answer was: you "Muscovites" (yes, Muscovites and Moscow in the profile) snickered, and in the CIS there is a different pricing policy.
I would like to add that I regularly order freelance work: layout, design, coding.
And I don't care where you come from... prices have always been market prices... no one did anything to me for a bag of crackers...
Question: CIS (! Russia) tell me... how much does 1 hour of your working time cost???

To put it simply, the difference is where a person comes from, no matter how regrettable it is.
In order to put aside, say, 20k in a jar every month, in Moscow you need to get at least 60k, in a remote region 40k is quite enough. And what is most interesting here, based on these figures, a specialist in Moscow who takes 50k a month will live poorer than a specialist in the region who receives the same 40k in the region. The figures are exaggerated - but the essence is clear.
It's just that the cost of living (especially rent) is very different.
Therefore, other things being equal, a specialist from Moscow will cost more for the customer.
Specific figures by region can only be compared if the specialists are of the same level, so it is hardly possible to collect normal statistics like this.

a strange question, a very different price tag, I think the difference is several dozen times, the upper limit is about 2000-3000 rubles per hour for a very narrow specialist, the lower limit is 50-90 rubles for a provincial freelancer starting a career

It's simple: we open several similar vacancies on hh and look at the price tag for Moscow / regions / CIS.
The exact same position in the Moscow office of my company costs three times more than here in Minsk.
I feel the same way about freelancing.
