Freelance exchange - how often do you meet adequate performers?

I would like to hear the opinions of those who work or have worked with freelance performers in the first place.
So, the question itself arose from this picture:
A project appeared on freelance - to write a portal site for an average price in the market. After 20 minutes - 5 responses and about 60 views. And tomorrow there are already about 15 responses and 150 views.
But!
Nevertheless, the project hangs for a couple more days, and sometimes even weeks. That all 15 performers are inadequate? What's the matter? Is it possible that all 15 people didn’t fit right?
One more BUT:
There are projects, also of medium price and complexity, but they disappear immediately after 5-20 minutes. after publication and never appear again. Which says, in turn, that there are, as it were, adequate performers.
In general, this is all my theory, I would like to hear about real experience from real people.

No, there are normal ones, but expensive ones.
Here "scales": cheap and it is not clear how they will do it or expensive, but high-quality and responsible.
Time is a discussion.
The best option is a deal. Then there are only those who are confident in their abilities and will make you qualitatively with a greater degree of probability.

Out of about 400 freelancers I hired, 350 finished the job and they can be called about adequate.
This is a market, choose an adequate one and live in peace.

The best strategy is to take super small projects and work with different people. Or break the project into several parts and work again with several candidates. Based on the results of the work, you will see who did well and who did not. Then just choose the best of those who passed and continue to work with them on an ongoing basis.

This suggests that they either agreed in advance, or the exchange winds up projects.
In general, there are a lot of intermediaries who do not even get a grasp of the project, the main thing for them is to stake out a place, and then pass it on to someone from the "normal".
I myself work with such intermediaries, it seems not profitable ... but it is precisely such intermediaries that interrupt most of the normal projects.

Very often, customers simply score on closed projects. Either they simply changed their minds about implementing it, or they agreed on a contractor to bypass the exchange.
According to adequate performers:
From time to time it is necessary to hire designers. Of the 100 who responded to the project, I chose between 5. Despite the fact that he clearly set the task, he showed examples of what I want to receive and what I absolutely do not want. You ask those who draw UI in the style of minimalism to respond, and illustrators and expressionist artists respond :)
With developers, on the one hand, it's easier - you set clear requirements for technologies and basically write those who meet them. On the other hand, it is more difficult - there are a lot of those who believe that you need to pay for their efforts, and not for the result. Well, if you can identify such at the interview stage.
