Free Internet from RTK. Can't use via repeater?

At the end of May 2019, with the arrival of FOCL in our village of about 300 people. connected free Wi-Fi under the program to bridge the digital divide in Russia. The range is about 100 meters.
Since the coverage of houses is poor, we decided to stir up a business with a repeater on dd-wrt. But it turns out that it’s not just here: today they called from the RTK and said everyone, let’s close your booth, because it’s not allowed to repeat. Don't do that again! Because of you, we get problems, because. when you try to repeat access to the network is blocked altogether.
