Formatted an external hard drive to FAT format but windows does not see it?

Formatted external hard drive to FAT format. Everything works fine on a Mac. But when you connect to a computer it is not shown in "this computer". How to edit it?

Disable the setting Скрывать пустые диски в папке "Компьютер"in folder properties.
And yes, there is a huge difference between "FAT" and FAT32!

How to edit it?
Unknown because the cause is unknown.
See if the disk is detected in the system, try to mount it manually.

run Control Panel - Administrative Tools - Computer Management. the launch is understandable from the administrator
in it go to the device manager to look in the right directory was the disk recognized by the system ?? The disk should appear in Disk Drives and its partitions in the Storage Volumes.
if not - stump manually scan the system for hardware - Actions - Update hardware configuration.
then see section Storage Devices - Disk Management. there disks and sections on them are displayed.
if not look deeper sho wrong
