Files are not deleted/moved. what is the reason?

Stalknulsya with a glitch: There is a file server on WS2003R2StdSP2 + Win7x64SP1. When you try to move or rename a file on a server share with Win7, the message "it is impossible to access the file. The file is busy with another process .." is to close all Explorer windows and open it again to go to this folder - so immediately operations with the file are carried out without problems
that could it be?

the file cannot be accessed. the file is in use by another process.

Similar situation, only file server 2008R2Ent. I copy a folder with files over the network. Then I try to rename the folder and I get this error. I try in a couple of minutes - everything is in order. Maybe it's a cache thing, maybe in a raid...
