Foreign registrars of .РФ and .RU domains

Let's imagine a certain oppositional site objectionable to the authorities. The authorities intend to close it under any far-fetched pretext. In this case, we all know how to protect ourselves from seizure of servers: we rent servers abroad.

Is it possible to “protect” a domain name in the .RU and .РФ zones in a similar way? After all, if the registrar is Russian, then he obeys Russian laws and will easily stop delegating a domain. Accordingly, you must either use the domain name in other zones, or use a foreign accredited registrar. The question is, are there such foreign registrars accredited (that is, registering not through Russian partners) to register domains at least in the .RU zone?

In my opinion, Ru/RF is a local domain and is registered by foreign registrars only with the consent of the Russian responsible person. I mean, it will be closed anyway. Better take .com/.net/.info from your host or any registrar (not Russian).
