Font smoothing in Windows 8?

There is one monitor with dpi around 120.
On it, in Windows 8.1, through Intel HD 4400, it tries to draw different texts, but not always successfully. In terms of programs (for example, standard notepad , and indeed all standard Windows software), everything is fine, but it’s scary to look at some third-party software (for example , notepad++ , IBExpert, etc.). All programs with blurry fonts are 32-bit, but not all 32-bit programs have this problem. ClearType is enabled, without it, things look even worse.
Help to find a pattern in the appearance of this bug and cure it.

The problem arises due to the fact that many programs do not support the Windows 8 scaling mode (including Google Chrome, which has its own scale settings, internal).
There is a solution!
In the properties of the shortcut for such a program, in the "Compatibility" tab, enable:
"Disable scaling at high screen resolution"

If the connection is via VGA, then click autotune.
You can also customize the ClearType display (see Control Panel).

Is there a photo of the screen?
I somehow had a bug with incorrect determination of the order of subpixels on the screen by Windows 8
and all anti-aliasing "by a third of a pixel" was simply terrible
on the same hardware, win7 behaved correctly
