Flowchart program with the ability to make arches over line intersections?

I need to draw simplified diagrams of the processor, so I have to make many intersections of lines in such diagrams, for example, when connecting registers to an adder or memory to an instruction block. The only thing is that I greatly simplified all these objects, so a program that can draw rectangles is enough for me.
Nevertheless, at the intersections of the lines I would like to see arches, as in the good old programs for circuitry (I already forgot the name), which are used in universities.
The program must be able to save to SVG.
Preferably for Linux or with the ability to run under Wine. Now I installed Dia, but I still don’t understand whether it is possible to make arches at intersections.
