Flask link to exe, perhaps?

Good day, tell me how you can implement the launch of the program using the link, for example https://192.168.1.103/start/start.exe and the second https://192.168.1.103/stop/stop.exe , meaning that I'm on 2 machine (from a mobile phone) I enter the desired link and I get a stop or start launch on the server, in python I’m a newbie, don’t judge strictly, if it’s difficult, then at least just enter 2 buttons in the browser, maybe there is software ?!
