Flashing everything when switching forms on Access 2010

There was a very critical problem after the transition from Access 97 to 2010.

When switching between open windows, everything outside the application (windows in the background, or the desktop) flashes.
We have been struggling with this problem for a month now and we can not overcome it.

The problem is acute due to the fact that there is an application that runs in the background and prints reports (opening them one by one), while everything blinks wildly.

Who thinks what? Where to dig?
