Flash player does not cache files

Hello, there is a project with a flash mp3 player. The task is to ensure that when moving from page to page of the site, the flash player continues to play music from the same place where the playback was interrupted.

The task was solved through cookies, but there was a parallel problem. When moving from page to page in IE, the flash player calmly took the downloaded mp3 track from the cache and playback continued almost without interruption, at the same time in other browsers (chrome, ff, etc.). the track was downloaded each time anew, ignoring the cache.

What could be the problem? Where to dig?
