To everyone who read the question and did not understand what it was about: it turned out in a dialogue with the author of the question that we are talking about a manager of a large number of bookmarks (links in "Favorites") .
My solution to the problem: I'm planning to create my application in Delphi for convenient work with bookmarks.
If someone wants to get some special / necessary options in the application - write in a comment to the answer.

The question needs clarification. I'll try to make an assumption that we are talking about open tabs. If so, then the author does not know how to set up the process of working at the computer. Lots of open tabs is EVIL!
The process of working with a browser is simple:
0. Working with a browser starts with a clean slate. There are no open tabs!
1. Open and google what is related to the task
2. If you find something relevant and it seems useful to you for future use, then add it to your bookmarks
3. Everything that is not needed will be ruthlessly closed
4. At the end of the day or after solving the task close all open tabs. What you need is bookmarked or in the comment to the task in the bug tracker.
If this is not the case, then you get an additional tool for the development of procrastination. Do you need it?

Use the "Speed ​​Dial" extension site here , but it's easier to install in managing extensions I've been using it for a
long time, for many years, when you create a new tab, you will get a page with tabs located under the browser address bar with visual bookmarks, while you can make a whole bunch of tabs on topics ( and each tab is in turn a page with visual bookmarks), use it, really cool and convenient!
