FIREBASE push notification limit?

Good afternoon dear developers!
I developed an Android application for the News Portal and I connected firebase there so that when news was added on the portal, notifications were sent to all users and questions arose:
1 question SPARK plan . Question 2 > And can FIREBASE automatically change the tariff plan on its own when increasing some threshold of Push notifications sent without asking permission from the developer? Thank you!
