Find the culprit behind Visual Studio & Skype freezing?

How often do I encounter Visual Studio and Skype freezing in Windows 10 when switching the language with hotkeys.
This bug has been hanging in Skype support for a long time .
In support of Visual Studio I posted, I decided it myself - but it doesn't help on a new project.
I hope to get help here as you can find the culprit of the hang.
To make a dump and run diagnostics in windbg - so far I have found the maximum, but I don’t know what to do with it and where to move on.

Add programs to Punto Switcher exceptions if you use it.
