Find investments for a project or assemble a team and distribute shares?

Greetings!
Is there any chance at all that it is possible to get investments for a project that has a perspective, but does not have a working prototype, but only design and animated presentations? Or, is it better to assemble a team and distribute shares? But, here the question is immediately, are there any good developers who will take the risk?
It seems to me that programmers are afraid to take such steps, but of course, if they are offered "a perfect innovative product that has no analogue on the market." Maybe this is not so, but where then to look for such angel programmers?

1) Investors are evil - if possible, avoid them for as long as possible. I have nothing personally against, but it should be understood that in the end these are people whose task is to give you as little as possible and to scroll through the money as quickly as possible and make money on your idea. In principle, what will happen to your idea then, as a rule, they don’t care much.
Yes, most likely sooner or later you will have to deal with them. But in practice, the later you sell out, the more opportunity you have to somehow dictate your terms.
2) I definitely would not give a share to strangers (unfamiliar in terms of - you don’t know what a person can throw out). Usually at the beginning, when everything is relatively good, there are no problems, but they begin when something goes wrong as expected and always come unexpectedly.
Total what remains
Do it yourself to some sane state (if you don’t know how to program - order from freelancers as far as possible) and look for a team - people who will plow with you and with whom it’s not a pity to share a share.
By the way, if it's not a very big secret - share the idea, it's interesting :-)
