Filter or utility for photo deinterlacing under Windows?

Such an interesting problem arose.
There is a cunning camera, as a result of a hardware failure of which, all pictures are written with interlacing (interlaced), most of all reminiscent of a CRT TV scan)
The owner of the camera did not know anything about this, and shot several frames that were critical for him. And then such a bummer arose when viewing.
Question.
Is there a way to automatically splice this?
Available Windows, Photoshop, XnView, IrfanView. You can install other software, but not Linux. There is also no opportunity to build from source, as well as development tools and the ability to install them (there is no way to drag gigabytes of libraries and compilers).

All this can be done in VirtualDub:
1. Open your image there
2. Add a filter, mode: blend, field order: keep top field, interpolate bottom field. (With other modes, deinterlacing is worse).
3. File -> Export -> Image sequence.

Photoshop has a deinterlace filter with odd and even margins, but this is unlikely to help you. Photos will come in waves.
