Fencing failed when starting cman?

Hello dear!
Given:
Configure the cluster to use GFS over iSCSI.
Solution progress:
1. edit /etc/hosts
10.24.99.206 im4.local
10.32.95.6 cronproc.local
2. Create a cluster. Use IPMI IP addresses for fencing:
ccs_tool create MyGFSCluster
ccs_tool addfence -C node1_ipmi fence_ipmilan ipaddr=10.24.99.207 login=root passwd=PASSWORD1
ccs_tool addfence -C node2_ipmi fence_ipmilan ipaddr=10.32.95.7 login=root passwd=PASSWORD2
ccs_tool addnode -C im4 .local -n 1 -v 1 -f node1_ipmi
ccs_tool addnode -C cronproc.local -n 2 -v 1 -f node2_ipmi
3. #service cman start
Starting cluster:
Loading modules… done
Mounting configfs… done
Starting ccsd… done
Starting cman… done
Starting daemons… done
Starting fencing… failed
The servers are in different VLANs, between which all connections are allowed.
