Federal Law N149 and Instant Messaging Services, what about e-mail and corporate chats?

149 FZ. Article 10.1 was supplemented by part 4.2 from January 1, 2018 - Federal Law of July 29, 2017 N 241-FZ
"4.2. The organizer of the dissemination of information on the Internet in the event of carrying out activities to ensure the functioning of information systems and (or) programs for electronic computers that are intended and (or) used for the exchange of electronic messages exclusively between users of these information systems and (or ) programs for electronic computers, in which the sender of an electronic message determines the recipient or recipients of the electronic message, it is not provided for the placement by Internet users of public information on the Internet and the transmission of electronic messages to an indefinite circle of persons (hereinafter referred to as the organizer of the instant messaging service) , also owes..."
Do I understand correctly that the wording "used for the exchange of electronic messages exclusively between users of these information systems" removes email from under this article? And, as a result, XMPP servers with elevated transports?
Sub-question, corporate chats that employees can connect to via Internet? What's with them? Legally?

Everything is simple here - the company's network is an Intranet (internal network). Legally, this law does not apply to what is happening on the company's internal network until it gets into the external network.
