Falling asleep in the database, how to fix it?

There is a python vk bot, with all users with whom it communicates, it adds phpMyAdmin to the table. The code itself is on Heroku. After 20 minutes, as I understand it, the server falls asleep, how to fix it? I climbed through all the settings and did not find wait timeout anywhere, etc.
I know there are many such topics. But there are no good answers. thanks for the help

This cannot be fixed in the free plan.
As far as I understand, the only workaround is to prevent inactivity > 30 minutes.
