Failed to download the application in the App Store. How to fix?

Some trouble started on the iPad 4. Whatever I try to download from the Ukrainian app store, I constantly get the error "Program download failed" and in order to download something, you need to click "repeat" 10-20 times until it downloads. On the fifth and sixth iPhone, everything is in order. On the same tablet on an American account, everything is also in order.
I tried all the treatment options from Google, but things are still there. Someone faced similar?

I ran into the same problem on the iPhone 5. I managed to download Viber from the Ukrainian app store after 6 clicks to continue. From the American shakes without problems.
The phone was used by my mother, gave her a new one, and put this one on sale with friends. They returned it yesterday, because. people couldn't download anything.
Is there a solution to the problem?
