Failed to checkout due to high risk?

Hello. When paying with a bank card on Google Play, it gives an error:
** "Could not place an order due to a high level of risk. Please try again in 30 minutes" **
Payment is made on the emulator via VPN. On 12/30/2015, Google made some kind of update and this error became unmanageable. $5.10 goes through without error, and if the payment is over $10, then it writes a high-risk error and does not allow me to make a payment.
Who faced it?

The IP of your country must match the country of issue of the card (see the card by the BIN code)
+ something else, but you can’t fake it
